A supervised semi-independent situation.
You live in a dorm, but have to conform to the rules regarding meals, hours, facilities. Dorm supervisors have the right to bust your ass but it's a rigid system where a rulebook determines the fate of your teen butt.

You live with a host family who will treat you just as one of their own children. Here there's a little more wiggle room. At the dorm if you bust curfew by 30 minutes you get 30 whacks, no excuses accepted. With option B you might convince Host Mom there really was an unexpected magical demon attack at the mall and it's really not your fault you're late.
