>even as days progress it is a common topic
>the marks don't heal at all

>as soon as they leave the borders of the town and head for Canterlot, the marks progress to almost fully healed

>only the really small towns actually strap prisoners more than once a year
>senator decides to keep this a secret from the boy's father
>he has connections to everypony
>can't let a uppity teen presumably spanked beyond tears get in the way of that
>the senator just wishes he was there to watch
>sometimes he hated politics
